It's not an amphipod. It can be found intertidally and is described in at least one book about nearshore marine life by Eugene N. Kozloff.

It's usually found in "foul substrate types" i.e. decaying seaweeds or other detritus types. It is in the exclusive order called Leptostraca.

OK, I'm just going to have to give this to Hero since he guessed it was a Nebalia species first. Proper identification may be impossible from a photo.

Btw is was Nebalia pugetensis mentioned in Eugene. N. Kozloff's Seashore Life of the Puget Sound, the Strait of Georgia, and the San Juan Archipelago.
